I think threadmarks is just a normal feature you can enable for a section

everyone who makes the thread can make threadmarks or anyone can view them if they exist.

Just needs to be enabled in the section iirc.

same with top contributors.

 

Ahh yea addons they are I mean afetr installation its just like any another feature
so should not need special user groups and stuff to work as long as its enabled for a section.
