Can't remember, was anything said on that matter in the Goku Black arc? The only thing I ever remember on the debate in canon was Old Kai saying it was "...Better" with a weird look, and I assumed that was because it didn't need the dance+perfect match so Goku could fuse with anyone he needed to.

 

I remember somewhere in the manga it was stated that Potara fusion is not only better but far more powerful.

 

Ah, then twelve year old me was spreading misinformation on the page I adminned... Oops. I always explained it as: Fusion dance=Raw temporary power Portara=Lesser but refined power.

Though, in my defense at the time there was no time limit on Portara so the fusion being better due to permanence made more sense.
