    I would say the flooding/"sinking" of the one piece world is probably an actual real example of something completely pre-planned and "foreshadowed" by Oda. I can't in good faith say the same about Luffy's devil fruit actually being a mythical god zoan fruit where the power goes from rubber body to some level of reality warping. I'd much more easily believe it as Oda just wanted to draw fights like this and always did to a degree, and this was the way to do it. Not that it was always pre-planned that way.
