This is accurate. And the flickering lights' visibility is especially enhanced if two lights of contrasting colours are flickering alternatively. It is why ambulances and many rescue vehicles have alternatively flickering red & blue lights. It is also why some bicycles and bicycle helmets come with red & blue flickering cat-eyes on the back.

Yeah. I was also surprised by that difference when I first learned about that shite.

Though the argument Germany uses is, with constant light you can always know the distance between you and the bike, with flickering you can't measure the distance in motion.

But still, being noticed already makes you aware does it not?

The human brain needs a constant stream of visual data to calculate how fast an object is moving and how far away it is.

• The Problem: A flashing light only gives the brain "snapshots."
• The Result: A driver behind you might see you at 2km, but as they get closer, they can’t tell if you are 50 meters or 20 meters away, or if you just slammed on your brakes. This "spatial disorientation" is the main reason for the ban.
