CAs are generally commerce/business degree holders who do a CA course with the ICAI (Institute of Chartered Accountants of India - Wikipedia) to qualify and register as CAs. If a CA wants to earn a law degree as well, that's their own choice.

Heck, there are CAs who have engineering degrees who later switched to accounting profession.

You just need to be a graduate or postgraduate (in commerce and/or business) to register for the CA course. Even if you don't have a specified graduate degree (like not in commerce/business or even no degree at all) you can write the basic CPT exam to get into the CA course.
