chars like Neji and Lee were introduced early in manga and got fleshed out early and became irrelevant early ie end of Part 1

The power dynamics changed after p1. Sakura beating an Akatsuki members makes her Kage level(not true for that version since she had help but puts her in a better tier fhan p1 chars) since each Akatsuki member is kage level Sasori took out 3rd Kazekage for example but even chars like Sakura become irrelevant in final arc were you literally have Hashirama, Madara and Sage chakra enhanced people's

people don't want to accept there fav are irrelevant later on in manga or anime so they overrate certain chars which can allow them to overrate their fav.

Example: Sound 4 with full power struggled against 2 fodder jounins. Neji's best feat is beating one of them Kidomaru so if kido is kage level that makes Neji kage level too.
