What describes a good villain to you?

Some people think a good villain is someone who stays relevant for a while and has goals.

Some other people think a good villain is a total blank dude with no personality who just likes killing with his extraordinary powers. Someone who's merciless, brutal, scary etc.

What's a good villain to you?

 

He should have a good valid backstory like how he turned into a dark person. He should be equal to the main character in terms of powers and everything.
Important points:
Brutal
Heartless and Crazy
Stubborn in terms of his goals
Independent
Sense of Humor
Wicked and clever
And at last he should be supported by a female crazy girl who would do anything for him.
Just like them.

 

Joker and Harley Quinn are indeed good villains. They definitely knew how to bring the crazy factor to the stage.
