Not really. He's actually rather pathetically weak when compared to even fodder from more powerful fictions; and his lack of hax is a major weakness. So far, he appears to be at most a planet buster and relativistic. There are manga/anime characters [who are fodder in their own fictional universes] who have actually effortlessly destroyed armies of characters on Saitama's level. There are Pokemon and Star Wars characters who could kill Saitama without lifting a finger.
