Probably cuz it's their first forum that they been on for a long time, and they are just used to wasting their time on it for so many years that they see no point to just quit it, especially those that have been there for like 6+ years, they see faggotbase as their only forum.

Also, they are probably used to the atmosphere and the design. They like seeing the same faces, even when the mods and admins are trash, they still like to frequent there since it is their first "home"

Also, activity is a huge factor too. If we had like 80-100 people logging in here, I'm sure they would come over here too, but Narutobase is dead, and even if they have 90 members online, only like 10-15 even post, and no one has posted in one of the main sections for over 7 hours which is proof that it is dying even faster.

I still post there because I'm still waiting for some things to happen and because my premium hasn't ended yet.
