Yeah, things are not always so simple in Bleach. Character A can have greater raw power than Character B but the latter could potentially win a fight thanks to some hax ability. Starrk and Baraggan may be like this. Starrk clearly has greater reiatsu but there's no guarantee he could beat Baraggan (especially if he was in Resurrecion) due to the latter's power.
